 SHARED GOVERNANCE

Interim Chancellor initiates process to fill upcoming vacancy in office of TMCC president

In a June 3 memo to the TMCC community, NSHE interim Chancellor Patty Charlton, announced that she would be setting the wheels in motion to select the next president of TMCC as Dr. Karin Hilgersom enters her final year as president of the college. Hilgersom was selected in a national search and became the president in January 2016.

The process will begin this summer with Charlton and Board of Regents Chair Amy Carvalho meeting with college stakeholders, as required by the Board of Regents Code, to determine if the upcoming vacancy should be filled through a national search or with an interim president.

Hilgersom announced her intention to separate from TMCC at a special meeting of the Board of Regents in July 2023 and requested that the Board grant her a one year extension to her contract and waive her periodic evaluation, which was already underway. At that meeting, TMCC-NFA officers made public comments urging the Board to either grant the extension or waive the evaluation, but not both. Ultimately, the Board approved Hilgersom's full request.

At the time, the NSHE Code prioritized appointments of new chancellors and presidents, either acting or interim, over national searches for filling vacancies. TMCC-NFA President Jim New repeatedly urged the Board during public comment periods to revise the policy and make national searches the first option. Chair Carvalho assured NFA that it was a priority for her and revisions that included many of the recommendations made by NFA were introduced in a May BOR meeting. New spoke in public comment to support the revisions and encouraged the Board to initiate a search for the TMCC vacancy as soon as possible.

TMCC-NFA will continue to vigorously advocate for a national search since there is ample time before Hilgersom's departure at the end of June 2025. We encourage our campus colleagues to advocate for a search, as well, if they are among the stakeholders interviewed by the interim chancellor and Board of Regents chair.

 COLLECTIVE BARGAINING

Preparations underway for negotiations on a new contract

Three TMCC-NFA officers - Jim New, Jinger Doe, and Ben Davis - will attend the American Association of University Professors' (AAUP) Summer Institute at Wayne State University in Detroit in early August for training in collective bargaining techniques and strategies. It will be the first step in a year-long preparation for negotiations with TMCC administrators for a new faculty contract.

After a one year extension, the TMCC-NFA contract expires on June 30, 2026. Besides the training, the chapter will hold a series of forums during the 2024-25 academic year to gather input and wishes for from members for a new collective bargaining agreement. Based on that input, our Collective Bargaining committee will develop objectives for the negotiations.

TMCC-NFA is currently working with the administration to settle on a negotiations schedule. We hope to conclude bargaining by January 2026, at the latest, leaving adequate time for member forums and a ratification vote before the February deadline for submissions to the March 2026 Board of Regents meeting.

Members who wish to participating in the collective bargaining process should contact a chapter officer.

 GOVERNANCE

TMCC-NFA officers adopt aggressive annual goals for 2024-25

During a June meeting of the TMCC-NFA Executive Committee, the officers voted for a new set of ambitious goals for the coming year. Building on the success of exceeding all goals in 2023-24 when the chapter grew to nearly 100 members and sponsored numerous member engagement events, the group set objectives for continued chapter growth, stronger administrative faculty representation, and improved collaboration with the Faculty Senate.

TMCC-NFA 2024-25 GOALS

  1. Set priorities for new collective bargaining agreement based on member input
  2. Strengthen protections, rights, and participation in shared governance for administrative faculty. Strive for greater inclusion in TMCC-NFA activities.
